概要
米国の貿易や世界経済政策は、建国以来２００年以上の間に大きく方向転換した。建国初期、政府や企業は国外で何が起こっているかに関係なく、おもに国内経済を発展させることに専念していた。しかし１９３０年代の大恐慌や第２次世界大戦以来、米国は概して、貿易障壁を緩和し世界経済のシステムを協調させようとしてきた。アメリカ人は、貿易は経済成長、社会の安定、各々の国の民主主義の発展を促がし、世界の繁栄、法秩序、国際間の平和を前進させると信じている。
過去１０年間、米国の輸出は経済成長の約４分の１を占めていた。輸出は１２００万件の仕事を支え、生産性が高いため、その給与は米国の平均値より１３～１８パーセント高い。米国の農場の総面積の３分の１は輸出向けに栽培されており、年間販売高は５６０億ドル以上になる。
米国は貿易自由化を支持し、関税と貿易にかかわる国際規範となる、関税と貿易に関する一般協定（ＧＡＴＴ）の創設に貢献した。米国が貿易の分野で従来から従ってきたもうひとつの原則は、多国間協調の原則である。米国は、多国間協調に深く関与する一方、近年は、域内あるいは二国間貿易協定の締結も模索している。電子商取引の登場はまた、一連の新たな貿易問題を引き起こしている。1998年、世界貿易機関の代表達は、国々は電子送信に課税して電子取引を妨げてはならない、とする声明を出したが、多くの問題が未解決のままである。米国はインターネットを無関税領域とし、世界中に競争的な通信市場を確保し、デジタル製品の知的財産権に対する地球規模の保護を確立することを望んでいる。
