合衆国政府の立法府、すなわち連邦議会は、全米50の各州から選出された代表者により構成される。合衆国政府の中で、連邦法の制定、連邦税の徴収、戦争の宣言、および条約の批准ができるのは、立法府だけである。

  下院議員の任期は2年である。議員は各自の州の選挙区を代表し、選挙区数は10年ごとの国勢調査に基づいて決められる。各州の議員数は人口に比例し、なかには議員1名という州もある。下院議員の総数は435名である。

  上院議員の任期は6年である。人口に関係なく各州2名ずつが選出され、議員の3分の1が2年ごとに改選される。上院議員の総数は100名である。

  法案は上下両院で可決された後に、法律となる。上院または下院に提出された法案は、1つ以上の委員会で検討され、修正され、可決された後に上院または下院の本議会で討議される。上院か下院の一方で可決された法案は、他方に送られ審議される。同一法案について上院と下院とで異なる内容のものが可決された場合は、「両院協議会」で調整を図る。法案を推進するため、あるいは阻止するために議員に働きかける人たちのことを「ロビイスト」というが、彼らは立法過程のほぼ全段階でその影響力を行使することができる。同一の法案が上下両院で可決されると、それは大統領に送付され、その承認を得て法律となる。
